The Comittee for the study and liaison of Breton interests (CELIB) was a lobby created on 22nd July 1950 by a group of personalities such as René Pleven, Joseph Martray and Joseph Halléguen. The object was to promote the economic development and identity of Brittany composed of the five departments, taking advantage of the Marshall plan for reconstruction.
